Proposed legislation
The agenda
These are bills I'll introduce in the Iowa House if I'm elected. Each one comes with a plain-English summary, the full bill text, and what it would cost, including the tradeoffs.
Pay As You Go Act
Every bill in this series has to answer one question: how do you pay for it? My answer is a law, not a promise.

Helping Every Learner Progress
If your child needed a speech pathologist in Moravia or Moulton, Iowa's Area Education Agencies made sure our schools could provide one.

Pay As Costs Escalate
Iowa schools got a 2 percent raise in state aid this year. Prices rose about 2.6 percent last year. Every raise since school year 2022-23 has been smaller than the rise in prices the year before it.
Read the billOPEN Act
Oversight of Public Expenditures at Nonpublic Schools
Iowa already had school choice. Open enrollment has let families pick a public district since 1989, and private schools and homeschooling were always an option. The voucher program mostly changed who pays tuition.

I've designed tools and systems for a living. A good tool solves a problem and lasts for years under hard use, but none of that engineering matters without skilled hands on the shop floor to build it.

Stewardship That Rewards Every Acre Managed
Protecting our water starts by ensuring conservation makes financial sense for family farms. Farmers are the stewards of our land, and keeping that heritage viable protects resources for the next generation.
Read the billFAIR Act
Farmers' Access to Independent Markets and Repair
Iowa family farmers take all the risk, do the hard work, and care for our soil. Right now they're caught in a vise. On one end, a handful of fertilizer, seed and chemical companies set the price of every input.

Clinics, Ambulances, Rural Hospitals and Emergency Care
When my son Asher got sick in the middle of the night, we rushed him to Monroe County Hospital in Albia. The doctor on staff knew at once and called for a life flight. That's what a hospital close to home is worth.
Read the billLABOR Act
Labor Agreements, Bargaining, and Organizing Rights
Every county in our district has sheriff's deputies and road crews on the county payroll. State law treats them differently.

Fund for Uplands, Enterprise and Livestock
This isn't a bill against ethanol. It's a plan for what comes after the state's ethanol and biodiesel tax credits, which already end January 1, 2028, under current law.

Raising And Indexing State Earnings
If you work full time at Iowa's minimum wage, you make $15,080 a year. Under this bill, that same job pays $23,920 starting January 1, 2029, a year later at a small business, then the floor keeps moving with Iowa's own paychecks.

None of these has been filed, so none has a bill number yet. A candidate can't file a bill; only legislators and committees can.
